Paper Submission Instructions

IEEE MOST 2027 invites original, high-quality research papers addressing the operations, services, and technologies that enable mobility across land, air, and sea.

Paper Length and Formatting

Each submitted paper may be up to 8 pages without an additional page charge. Authors may include up to 2 additional pages, subject to an additional charge per page for accepted papers, for a maximum total length of 10 pages. The page limit includes all content, including references, figures, tables, acknowledgments, and appendices. Submissions must strictly follow the official IEEE conference paper format. For accepted papers, any applicable overlength charges for pages 9 and 10 must be paid when the camera-ready paper is submitted. Revisions made in response to reviewer comments must remain within the maximum 10-page limit; no additional complimentary page will be provided.

All pages must be numbered. Figures, tables, and labels must remain clear and legible when printed in black and white without magnification. Papers that violate the formatting or length requirements may be rejected without review or excluded from the proceedings. Extensions will not be granted for reformatting. Papers that are excessively short or resemble extended abstracts may not receive full consideration.

Double-Blind Review

IEEE MOST 2027 will use a double-blind review process. Authors must make a good-faith effort to anonymize their submissions and must not disclose their identities explicitly or implicitly.

Authors must:

  • Remove names, affiliations, email addresses, acknowledgments, and other identifying information.
  • Discuss their previous work in the third person.
  • Avoid links to repositories, project websites, videos, datasets, or supplementary materials that reveal author identities.
  • Remove identifying information from the PDF properties and metadata.

Failure to comply with the anonymization requirements may result in rejection without review.

Originality and Concurrent Submissions

Submissions must present original work that has not been published previously and is not currently under review or consideration by another conference, journal, or archival venue. Authors must confirm the originality of their work during the submission process.

Title and Author Information

The paper title and complete author list must be entered correctly at the time of submission. The author information entered in the submission system must match the final camera-ready manuscript if the paper is accepted. Title or author-list changes after the submission deadline will not ordinarily be permitted. Exceptional requests must be submitted to and approved by the Program Chairs.

Submission Procedure

Papers must be submitted electronically in Adobe PDF format through the IEEE MOST 2027 submission system:

Before submitting, authors must ensure that:

  • The PDF opens and prints correctly.
  • All fonts are embedded.
  • The paper complies with the IEEE formatting, page-limit, and anonymization requirements.
  • The title, abstract, author list, affiliations, and conflicts of interest are entered accurately in the submission system.
  • Every listed author has approved the submission.

Review and Publication

Acceptance decisions will consider technical quality, originality, significance, methodological soundness, clarity, reproducibility, and relevance to IEEE MOST.

Accepted and presented papers will be submitted for possible inclusion in the IEEE conference proceedings and IEEE Xplore, subject to satisfying all IEEE publication requirements.

For each accepted paper:

  • At least one author must register at the full conference rate.
  • At least one author must attend and present the paper in person.
  • The authors must submit a compliant camera-ready manuscript.
  • The authors must complete all required IEEE publication and copyright forms.

Papers that are not presented may be excluded from the proceedings in accordance with IEEE policy.
